Marcel Pochard was the President of the National Foundation Cité internationale universitaire de Paris from 2006 until 2017.
A State Councillor, his career is that of a senior Civil Servant. After his studies at Sciences-Po Paris then at ENA, he worked in the ministerial offices. From 1993 to 1998 he was the General Director of Public Civil Service, working with the Prime Minister and the State Councillor.
In 2007 and 2008 Marcel Pochard chaired the commission on evolution of the profession of teaching, known as the Pochard commission, at the request of Xavier Darcos, Minister of National Education. He composed a report on the reform of educational institutions and the management of professors. In 2012, he was appointed as a member of the National Council of the Order of Physicians and as the President of its disciplinary chamber then as the President of the Superior Council of the Public Hospital Sector.
A former resident of the Fondation Deutsch de la Meurthe, Marcel Pochard was elected as the Honorary President of the Cité internationale universitaire de Paris by the board of directors in 2017.
He is the Commander of the Legion of Honour and Commander of the Academic Palms.
